Foreign Office, October 7, 1909. HARBIN. See my telegram No. 163 of the 5th October. Minister for Foreign Affairs has communicated a memorandum in regard to the situation at Harbin to His Majesty's Ambassador at St. Petersburgh, who is to-night forwarding it to London.
Sir A. Nicolson will take no steps until His Majesty's Government have received the memorandum and have had the opportunity of making any observations and deciding on any representations that may be found necessary. His Excellency states that he has not yet seen the Austrian representative, and that no instructions to take any formal steps in regard to article 17 had yet been received by the French chargé d'affaires.
